Fractional Head of Paid Media vs Agency: Which Is Right for Your Business?

How fractional paid media support compares with an agency, and how to choose based on the work your business actually needs.

If you’re spending a meaningful amount on advertising, there comes a point when managing it internally becomes difficult.

Campaigns need regular attention. Budgets need managing. Tracking needs checking. And someone needs to know whether the results actually justify the investment.

The usual options are to hire an agency, recruit someone in-house or bring in a fractional Head of Paid Media. All three can work. The right choice depends less on how much you’re spending and more on what you need someone to take responsibility for.

What is a fractional Head of Paid Media?

A fractional Head of Paid Media is an experienced advertising specialist who works with your business on a part-time or flexible basis. Rather than employing a full-time senior specialist, you get access to the expertise needed to plan, manage and improve your paid media activity.

Depending on the arrangement, that can include:

  • Developing your Google, Meta, LinkedIn and TikTok advertising strategy.
  • Reviewing campaign performance and identifying problems.
  • Planning budgets across platforms.
  • Building campaigns and implementing optimisations.
  • Working alongside your existing marketing team.
  • Measuring campaign performance against commercial objectives.
  • Managing external suppliers or supporting junior team members.

The important distinction is that fractional doesn’t have to mean advisory-only. A good fractional specialist can take responsibility for the work inside the advertising platforms, not simply produce recommendations for someone else to implement.

How is this different from using an agency?

An agency typically gives you access to a wider team, potentially covering search, paid social, creative, analytics and account management. That can be valuable, particularly when your requirements span several disciplines or you need significant delivery capacity.

However, the person developing your strategy may not always be the person making changes to your campaigns. With a fractional specialist, there is often a more direct relationship between strategic decisions and implementation.

If something isn’t performing, you can speak directly to the person analysing the problem and making the changes. Neither model is automatically better. The question is whether the delivery structure matches what your business needs.

When does a fractional specialist make more sense?

1. You already have a marketing team

Perhaps you have a marketing manager who oversees brand, content, events and wider marketing activity. They understand the business, but paid media isn’t their primary specialism.

Bringing in an experienced paid media lead allows that team to retain overall marketing ownership while getting specialist help with campaign strategy and execution. There’s no need to build an entirely new department.

2. You want senior experience without a permanent hire

Hiring an experienced paid media lead involves salary, recruitment, benefits and long-term employment commitments. If your business doesn’t need that expertise five days a week, a fractional arrangement may make more commercial sense. You’re paying for an agreed level of experienced involvement rather than filling a permanent position.

3. You want greater visibility over account decisions

You should be able to ask why a campaign is running, why its budget has changed and what is being done about poor performance. A specialist who works directly in the account should be able to explain those decisions clearly. That accountability can be particularly valuable when advertising is a significant expense.

4. Your advertising needs fixing before it needs scaling

Sometimes the problem isn’t a lack of budget. It might be incorrect conversion tracking, an account structure that spreads investment too thinly, poor search term quality or campaigns optimising towards the wrong outcome.

Increasing spend before fixing those problems can make the situation worse. A fractional specialist can focus first on understanding and improving the existing activity.

When might an agency be the better option?

If you need large volumes of creative production, continuous operational coverage, multiple specialist teams or extensive international coordination, an agency may have more suitable resources. An agency can also provide continuity across a larger team, which may matter to businesses with complex operational requirements.

The key is to establish exactly who will work on your account, what they will do and how decisions will be made.

What should you compare before making a decision?

Don’t compare proposals based solely on the monthly management fee. Ask:

Who will actually manage the campaigns? Will the experienced specialist remain involved after onboarding?

What work is included? Does the arrangement cover builds, optimisation, tracking reviews and reporting, or primarily account supervision?

How frequently will performance be reviewed? This should reflect spend, campaign activity and available conversion data.

Who owns the accounts and data? Your business should retain suitable control over its advertising assets.

How will performance be measured? A low cost per lead is not particularly useful if none of those leads become customers.

What happens when performance deteriorates? You want someone who can diagnose the problem and explain a practical course of action.

The right decision comes down to ownership

The real question isn’t whether a fractional specialist is cheaper than an agency. It’s whether your business has someone with the experience, responsibility and time to make your advertising work properly.

If you already have a capable marketing team and need specialist paid media leadership and execution, a fractional arrangement can be an effective fit. If you need substantial creative resources, multiple departments and continuous coverage, an agency may be more appropriate.

The best arrangement is the one that delivers the work your business actually needs.
